I think he definitely becomes unethical over the course of the show, but I think the primary issue is whether or not it's ethical to make and sell meth. I don't really have a problem with adults choosing to use meth, and I think there is a utilitarian argument to be made in defense of filling a preexisting market demand for meth with chemically pure product and then use the profits to cover medical costs.

I think the most untethical part is that Walter had to resort to making meth to get chemotherapy. If the US provided healthcare for free, it wouldn't have been an issue.

he definitely became a meth lord and the business chose him despite his poor health, but he recovers from the ordeal and has way more money than he needed. in canada i suppose it could have gone a lot differently or any other country that provides free healthcare, but walter went to some pretty extreme lengths which are each great ethical debates on their own, like the ricin poison and hank getting slaughtered pardon my spoilers.
